Introduction

International experience in ghting terrorism shows that counter-terrorism campaigns are usually long and complicated with no clear vision of when or how they will end. is is because of the diverse character of the threat. Examples from our neighbourhood show that Sri Lanka defeated Tamil Tigers after a 26 yearlong campaign, meanwhile, the United States has failed to address the issue of terrorism in Afghanistan even after 18 years of what New York Times described as 1 “grinding, bloody war” . Experience of the United Kingdom’s three decades long ght against Provisional Irish Republican Army reveals that although PIRA and its affiliated paramilitary 2 groups had ceased their activities in 2005 , but the threat persists and incidents of violence continue to occur there.
